Michelle Canter offers clients operational counsel in loan originations and servicing combined with more than 20 years of experience in compliance, regulatory enforcement, and litigation. Her particular experience in the default-servicing arena includes defending servicers during exams and enforcement actions by the CFPB, prudential regulators, and state regulators, as well as audits by HUD, Fannie Mae, Freddie Mac, and other investors. Ron Culver’s history in the Mortgage industry dates back to 1994. Throughout his career, he’s worked in the mortgage technology sector with both retail and wholesale lenders, and has held leadership roles within mortgage operations as well as production. After receiving his Accredited Mortgage Professional and Certified Mortgage Bankers designations, he became an instructor for the School of Mortgage Banking through the Mortgage Bankers Association. He is on the executive board of directors for the Washington Mortgage Bankers association and is a co-chair on the legislative committee. Ron has taken an active role in “Legislative Days” on both a state and federal level where he is part of a group that works with lawmakers to help continually improve the mortgage industry.
Rose Marie David is the Senior Executive Vice President of the mortgage division at HomeStreet Bank, responsible for growing the residential mortgage banking franchise and overseeing mortgage production, operations, and servicing. Ms. David joined HomeStreet Bank in March 2012, coming from MetLife Home Loans where she was Pacific Northwest Regional Sales leader. She has been in the industry for more than 30 years, and has held nearly every role on the way to HomeStreet Bank’s Senior EVP, including owning her own mortgage brokerage. Ms. David holds a B.A. in finance from the University of Utah.
Under Ms. David’s leadership, HomeStreet Bank’s mortgage banking volume has grown 500%, reaching the top 15 in retail volume in the Scotsman Guide’s Top Mortgage Lenders 2017 and the #1 purchase market share in the Pacific Northwest in 2017. Prior to joining Fannie Mae, Duncan was Senior Vice President and Chief Economist at the Mortgage Bankers Association. His experience also includes service as a LEGIS Fellow and staff member with the Committee on Banking, Finance, and Urban Affairs for Congressman Bill McCollum in the U.S. House of Representatives, and work on the Financial Institutions Project at the U.S. Department of Agriculture.
Duncan received his Ph. D. in Agricultural Economics from Texas A&M University and his B.S. and M.S. in Agricultural Economics from North Dakota State University.

Kristy Fercho is President of Mortgage for Flagstar Bank, reporting into the President and Chief Executive Officer for the bank. In her role, Fercho is responsible for direction and oversight of all aspects of mortgage and secondary marketing and for the continued expansion of Flagstar’s mortgage business. Flagstar originated $32 billion in home loans in the last 12 months.
Prior to Flagstar, Fercho spent 15 years with Fannie Mae, most recently as senior vice president, customer delivery executive, responsible for the end-to-end strategy and business performance of all single-family customers in the western United States, resulting in acquisition volume of over $300 billion. Her experience in the mortgage industry is broad and deep, covering mortgage originations, fulfillment, risk management, secondary marketing, servicing, technology initiatives and regulation.
Prior to joining Fannie Mae, Fercho worked with PepsiCo for more than eight years, most recently as Director of HR for several corporate functions worldwide. Fercho began her career at Baxter Healthcare with positions in sales, operations, and HR.
Fercho serves on the board of directors of the Mortgage Bankers Association, and was president of the board for Habitat for Humanity, Chicago. MReport recognized her as one of the Top Women in Housing, and Diversity Journal listed her among its Women Worth Watching.
Fercho has a bachelor of science in finance from the University of Southern California and a master of business administration from the Erivan K. Haub School of Business at St. Joseph’s University in Philadelphia.
As an attorney and member of the Washington State Bar, Jessica Fortescue is the principal of JF Consulting Services which has offered public policy advocacy and governmental affairs consulting since 2003. Jessica provides services on a broad array of policy areas, including lending issues, complicated tax issues, affordable housing, K-12 education, higher education, health care, and environmental issues. One component of her success is due to her great relationships in Olympia and working with a great breadth of clients. Through this experience, Jessica is capable of providing a wide range of services for clients, including policy and legal analyses, advocacy, governmental affairs consulting, and fiscal analyses with an emphasis on tax issues.
Jessica holds a bachelor’s degree in Zoology from the University of Washington, and a Juris Doctor from Seattle University School of Law.
Joe Garrett has been in the banking and mortgage banking industry since 1977, with most of his experience being within FDIC-insured banks. He has served on the Board of Directors of four banking institutions and served as Chairman and CEO of two of them. He has also taught Real Estate Finance at the University of California, Berkeley where he received his A.B. and MBA.
Shane Hartzler is Fannie Mae’s Director for eMortgage Strategy and Operations. In this role he leads strategy execution in the design, development, and improvement of eMortgage offerings as part of Fannie Mae’s broader digital mortgage efforts. Hartzler partners with customers and industry stakeholders to evaluate market needs and identify opportunities to drive adoption and support deliveries of digital mortgages.
Prior to his current position, Hartzler was a member of one of Fannie Mae’s Customer Delivery Teams where he worked with internal stakeholders and customers, including 3 of Fannie Mae’s top 6 customers, to manage and improve performance and to introduce several new strategic priorities. Before that he was the Director, Product Management and Servicer Operations, for the Department of Treasury’s Making Home Affordable Program. (Fannie Mae supported Treasury as the Program Administrator for the MHA program). Hartzler has also held a number of different positions in Fannie Mae’s Single Family Mortgage Business focused on transforming business operations and designing and rolling out new strategic initiatives.
Hartzler joined Fannie Mae in 2004. Prior to this, he worked as a business consultant with American Management Systems.

Bill Killmer is Senior Vice President for Legislative and Political Affairs at
the Mortgage Bankers Association (MBA). A veteran of over twenty five
years in the housing arena, Bill is responsible for managing the real
estate finance industry’s legislative, grassroots, and political fundraising
activities, in close coordination with the MBA member leadership and its
public policy and lobbying teams. He directs MBA’s outreach to Congress,
and is a regular guest speaker on the intersection of politics, policy, and

Killmer joined MBA in July 2010, after nearly twenty years in the policy space at the National Association of Home Builders (NAHB). He previously served as a Senior Legislative Officer for Congressional and Intergovernmental Affairs
at the U.S. Department of Labor during the George H.W. Bush administration. Killmer holds a Bachelor’s degree in Business Administration (BBA) with a concentration in Finance/Economics from
Donald (Donnie) L. Martin has over 20 years’ experience in the mortgage industry, including leadership positions in risk and production. He joined Texas Capital Bank in June 2011 and is currently an Executive Vice President. His present position is Director of Warehouse Lending. Previous responsibilities at the bank include Risk Manager for the Mortgage Finance enterprise which includes Warehouse Lending, Correspondent Lending, MSR Lending and Treasury Services. Prior to joining Texas Capital Bank, Donnie held multiple leadership positions at JPMorganChase including Counter-Party Risk Manager, as well as Regional Production Manager in the mortgage unit. He also spent time in a management role at the FDIC in Jacksonville. Donnie received his BS in Finance from Florida State University.
In addition to his litigation practice, Jason also provides regulatory counsel to financial companies regulated by the CFPB, including preparing clients for regulatory examinations and representing them in investigations and targeted reviews. Jason regularly speaks at industry functions nationwide regarding regulatory and litigation matters affecting the financial services industry. Jason has served on the Editorial Advisory Board for Banking Law 360 and currently serves as a young lawyer liaison to the American Bar Association’s Consumer Financial Services Committee. Jason has been recognized as a Rising Star for the years 2014 through 2017 by Washington, DC Super Lawyers Magazine, a Thomson Reuters service.
Over the last three decades, McHan has operated as an influential leader in the financial services industry, specializing in retail mortgage. Her experience led her to co-found Elliot Ames, Inc., a high-end mortgage bank and investment services company that was successfully sold to First Horizon Bank Corporation. McHan remained as Regional President and Director of Wealth Management for the California Region of First Horizon until leaving to start Opes Advisors, Inc. in 2004.
At Opes Advisors, Inc., Mchan was instrumental in the invention and implementation of the industry’s first real estate decision technology, OpesAdvantage. This new technology empowered the company’s Mortgage Advisors to provide extraordinary value for clients and real estate agents, by crafting more effective mortgage solutions in the context of each client’s long-term financial concerns, delivered seamlessly through integrated technology. Since the company’s acquisition, McHan has led the development of a powerful “hybrid banking” business model that combines the flexibility of a correspondent lender with the advantages and specialty lending products of a top national bank lender.
McHan has repeatedly been recognized as one of the most respected mortgage executives in the country, named as one of Mortgage Executive Magazine’s Top 100 Most Influential Mortgage Executives and honored as a Northern California Real Estate Women of Influence. She also received an Inman Award in 2017 for her innovation and influence in the real estate industry. She holds a Bachelor’s Degree in Education from Hardin Simmons University, Texas, is a member of the California Mortgage Bankers Association, and lives with her family in Los Altos Hills, California.
Mark Mullet is proud to represent the 5th Legislative District communities of Black Diamond, Maple Valley, Issaquah, North Bend, Carnation, Snoqualmie and parts of Enumclaw and Renton.
Mark is the chair of the Financial Institutions & Insurance Committee. He is also a member of the Ways & Means, Early learning & K-12 Education and Health & Long Term Care committees. Additionally, Mark serves on the Joint Legislative Audit Review Committee.
Mark has written legislation that has improved health care transparency, financial literacy, and employees ability to save for retirement. His Senate Bill 6228 required health insurance carriers to provide price and quality information to enable members to make treatment choices based on cost, quality and patient experience. His Senate Bill 5202 required schools to teach basics such as how to manage a checkbook, how savings compound and provide financial security, and so forth. His Senate Bill 5826 enabled small business owners to offer simple, affordable retirement savings plans run entirely by the private sector at no cost to the employer and minimal cost to employees.Mark played key roles in enabling a new high school in the middle of Maple Valley, enhancing Lake Sammamish State Park and bringing improvements to the historic district in downtown Snoqualmie.
After more than 12 years in international finance at Bank of America and serving as the Global Head of Foreign Currency Options Trading, which made him responsible for doing business across three different continents, Mark returned to his home state. From 2009 to 2012, he served as an Issaquah City councilman. Mark currently owns several small businesses on the eastside: two Zeeks Pizza restaurants and three Ben & Jerry’s Ice Cream shops.
Mark earned a master’s degree in Public Affairs from the Evans School at the University of Washington and graduated Summa Cum Laude with a bachelor’s degree in finance from Indiana University. Mark attended Foster High School in Tukwila and was the Washington State high school tennis champion in 1989 and 1990. Mark lives in Issaquah with his wife Kelley and their six children.
Bob Pathman serves as the Western Region Director for MERSCORP Holdings, Inc. The organization, with over 5,000 customers, owns and operates the MERS® System, which tracks the serving rights and beneficial ownership rights for over 77% of all mortgages in the U.S. MERSCORP Holdings also owns and operates the MERS® eRegistry, the national mortgage registry and system of record for identifying the Controller and Location of all electronic notes.
Bob currently manages a 15-state territory and travels throughout the West and Midwest supporting MERS® System Members. As Members evolve their business, he provides guidance and education regarding digital mortgage implementation, the MERS® eRegistry and MERS® eNote Solutions.
Prior to joining MERSCORP Holdings in 1999, Bob was the Managing Partner in a distribution company based in Birmingham, Alabama. He developed sales programs for some of the nation’s leading department store chains throughout the country. Previously, Bob was Executive Vice President, Sales and Marketing for Credit Reports, Inc. (CRI) of California, and was instrumental in the growth of CRI from a start-up company in 1978, to one of California’s largest credit reporting agencies. CRI has since been purchased by Fidelity National Information Services.
Bob is active in the California Mortgage Bankers Association as well as other state associations throughout his territory, and co-chairs the Secondary Marketing Executive Committee for the California MBA. He received his Bachelor of Science degree in Marketing from San Diego State University.
Julie Piepho, CMB, is President of National Operations for Cornerstone Home Lending, Inc. of Houston, TX. She graduated from the University of Wyoming with a Bachelor of Science in Finance and holds the prestigious Master Certified Mortgage Banker designation from the Mortgage Bankers Association.
Julie has over three decades of experience in the mortgage industry including executive positions with Norwest Mortgage and Wells Fargo Mortgage, along with managing several Colorado mortgage bank divisions while coaching and leading sales and operations teams.
She is past chairman of the Colorado Board of Mortgage Loan Originators where she was appointed by the governor for a 6 year term. Julie serves on for the Mortgage Bankers of America (MBA) as past chairman of the Residential Board of Governors, a member of the Investment Committee, and the State Ambassador Committee along with participation in MORPAC, MAA and the State and Legislative Regulatory Committees. She is past chairman of the Colorado Mortgage Lenders Association.
Piepho has been honored with many awards. She has been honored by MBA with the Andrew D. Woodside Distinguished Service Award in 2017, along with the Shumacher-Bolduc Award for service to MORPAC in 2013. She was honored as a Woman of Vision by the Northern Colorado Women of Influence in 2017, by the Northern Colorado Business Report as a Woman of Distinction, and by the Colorado Mortgage Lenders Association for the E. Michael Rosser Lifetime Achievement Award for those that personify high principles, ethics and professional values.
Steve Richman is a national speaker who has energized, taught and motivated more than 150,000 professionals in every state in the US. After years of success as a litigation attorney, Steve entered the mortgage and real estate profession and has become an expert in the high LTV borrower market. He has been a loan officer, account executive and manager of a mortgage operation. Additionally, Steve has trained Real Estate professionals through state accredited continuing education classes on topics including Real Estate Negotiations, Understanding the Real Estate Contract and Making Settlement Simple.
Steve has spoken at several mortgage banker and broker association events and has presented before loan officers representing over 500 different lending institutions. As a testament to the information he provides, Steve is frequently “rebooked” to meet with members of the organization who missed out on his presentation.
With a deep interest in adult education, Steve has taught in the MBA program at the Sellinger Business School and has been a guest lecturer for the Columbia University Business School’s MBA program. Additionally, Steve has served as an adjunct faculty member at Towson University. He is a Master Certified Sales Negotiation Trainer and a Certified Trainer in DiSC Behavioral Profiling.
Steve is currently employed by Genworth Mortgage Insurance as their National Spokesperson and Customer Sales Trainer.
Steve is a native of Baltimore, Maryland and a graduate of the University of Maryland and the National Law Center at George Washington University. He makes his home in Raleigh, North Carolina where he lives with his wife and son and daughter.
Tamra Rieger serves on the Executive Team of Evergreen Home Loans as the EVP of Loan Fulfillment and is responsible for the overall customer experience both internal and external. In her role, she oversees secondary marketing, processing, underwriting, funding and post-closing. In addition, she champions business intelligence tools with dashboards and reporting to provide real time metrics to the management team. She directs technology initiatives including driving loan origination system efficiencies to implementation and adoption of a Digital Mortgage experience for Evergreen customers.
Tamra holds a Bachelor’s degree from the University of Washington and has 22 years of experience in mortgage lending, holding positions as VP Operations, VP Secondary Marketing and SVP Capital Markets.
Justin Stutz is the VP of Strategic Growth for west, A Williston Financial Group Company. His primary focus is on growth strategies for both internal and external clients. His cutting-edge online learning management platforms, Inman Pro and WFG Labs have helped thousands in the real estate and title industries learn the latest marketing strategies to better streamline and grow their business.
In addition to his many years in the title industry, Justin was co-founder and Director of Sales for Agent Solutions, LLC a social media advertising company focusing on Facebook advertising for real estate agents all over the country. He has helped design and run hundreds of successful social advertising campaigns and continues to consult with agents all over the country on the design and execution of Facebook, Instagram and LinkedIn campaigns.
When he’s not in the lab creating, you’ll find him enjoying his life with his wonderful wife of 18 years and 4 wacky awesome kids. Justin is passionate about the Seattle Seahawks, coaching baseball, and any time he can get away to put his feet in the sand.

Brendon joined MERSCORP Holdings, Inc. in November 2016 from Intercontinental Exchange, a leading provider of financial market infrastructure and majority shareholder of MERSCORP Holdings, Inc.
Joining ICE as part of the 2013 acquisition of the New York Stock Exchange (NYSE), Brendon led many of the policy and industry initiatives important to ICE and the NYSE. He also chaired an industry committee created to improve the market structure for smaller public companies, managed the NYSE Institutional Traders Advisory Committee, and was a speaker at industry conferences.
Before NYSE, Brendon worked for Porterfield, Fettig & Sears, LLC, the U.S. Securities & Exchange Commission (SEC), and the U.S. House of Representatives.
Since joining MERSCORP Holdings, Brendon has spoken at mortgage industry conferences about the importance of digital mortgages and electronic notes and has renewed MERS’ position as a thought leader in this space.
