Speaker: Brendan Kelleher, Associate Vice President, Government Housing Finance Policy, Mortgage Bankers Association
Brendan Kelleher is the Associate Vice President for Government Housing Finance Policy at the Mortgage Bankers Association (MBA). In this role, he leads MBA’s residential government housing policy and regulatory advocacy efforts, strengthens key relationships across federal agencies and the housing industry, and oversees several of MBA’s principal policy committees.
Brendan serves as the staff lead for the Residential Board of Governors and supports the association’s business segment-related communities and networks. Before assuming his current role, he was the Director of Loan Administration Policy, where he led MBA’s advocacy on mortgage servicing policy. Brendan joined MBA in 2022 from Rocket Companies, where he held positions in both the Capital Markets Group and the Government Affairs team.

As an attorney and member of the Washington State Bar, Jessica Fortescue is the principal of JF Consulting Services which has offered public policy advocacy and governmental affairs consulting since 2003. Jessica provides services in a broad array of policy areas, including lending issues, complicated tax issues, affordable housing, K-12 education, higher education, health care, and environmental issues.
Jessica is capable of providing a wide range of services for clients, including policy and legal analyses, advocacy, governmental affairs consulting, and fiscal analyses with an emphasis on tax issues. Jessica holds a bachelor’s degree in Zoology from the University of Washington, and a Juris Doctor Cumlaude from Seattle University School of Law.
